Charitable Federations

To participate in the Minnesota State Employees Combined Charities Campaign, organizations need to meet the requirements found in Minnesota Statute 43A.50. Conditions found in this statute include but are not limited to:

  • being a 501(c)3 federated funding organization properly registered with the Attorney General of MN; and
  • distributing funds secured through the state employee combined charities campaign to 14 or more affiliated agencies, each of which must devote substantially all of its activities to providing health, welfare, social, or other services that benefit individuals in Minnesota and contiguous counties.

Employees can donate to the charitable federation(s) of their choice through payroll deduction. They may be able to further designate their donation go to a specific 501(c)3 charity depending on the Federation's policy.

For example, some federations, to help reduce administrative costs, do not accept designations. Others accept designations to affiliated members only, while others are able to accept designations to any 501(c)3 charitable organization.  The lists on the right group the federations according to their policy.

Workplace giving campaigns can be one of the most cost effective and time efficient methods to raise money. But even with these efficiencies, there are some costs associated with raising money. The link above lists the Federation Administrative Fees associated with this campaign. Please note that these are well below the 30% recommended by the Charities Review Council and allowed in Minnesota Statute 43A.50.
